In the school WhatsApp group which is actually 2nd only to Facebook for fearmongering and fake news someone said that there was a car going around marking with chalk on a wall, or putting a cable tie on the gate as an advance marker anywhere there was a dog worth robbing
The van would then follow up the marked sites

not sure about that. I know of a good few places where dogs have been taken. Granted, there is still a shit load of people screaming that there dog was stolen, when it just ran down the road, but definitely happening.
This is happening - often sending the childers in over the wall to get the dogs too
