Everyone injured in a terrorist attack is a casualty, you have no idea what the long term impact is on any of them and their families.

As far as I know any physical or psychological harm from the event requiring medical attention.

So I suppose the range is from a cut requiring treatment to having your legs blown off or more common could be PTSD from just witnessing a trauma. I don’t think the people doing the reporting are trying to embellish the numbers.

Casualties is an unusual measurement because I think it would normally be used in relation to war. So in Russias war on Ukraine it’s more a important figure than killed as it refers to a soldier taken out of combat. It’s totally reasonable to detail the numbers injured in a terrorist attack but it’d make more sense to refer to dead and injured than lump them all in as casualties.
