Everyone injured in a terrorist attack is a casualty, you have no idea what the long term impact is on any of them and their families.

Amount of deaths is how these things are reported and how people read them, next time try that or separate them

As far as I know any physical or psychological harm from the event requiring medical attention.
So I suppose the range is from a cut requiring treatment to having your legs blown off or more common could be PTSD from just witnessing a trauma. I donāt think the people doing the reporting are trying to embellish the numbers.

Casualties is an unusual measurement because I think it would normally be used in relation to war. So in Russias war on Ukraine itās more a important figure than killed as it refers to a soldier taken out of combat. Itās totally reasonable to detail the numbers injured in a terrorist attack but itād make more sense to refer to dead and injured than lump them all in as casualties.
