The two main factors at play here are:
i) May will not resign in May, particularly late May, and particularly particularly towards the end of May because she doesn’t want to become a pun
ii) She is desperate to have a longer tenure as PM than Gordon Brown
I think she also still believes that if she can get some sort of Brexit deal through, she can salvage some reputation in the history books. That’s why the second vote was dangled - she can just hold her arms up and say she didn’t want it but it was the only way to get a Brexit deal through. Not her fault if the British public reject it.
