Nope just all teams are now employing set piece coaches and making the most of every situation on the pitch.
Free flowing Liverpool had 17 non penalty set piece goals in 19/20, Arsenal currently have 19 you would expect them to add a few more but with the added focus on them its to be expected.

If you want to put it into perspective into all around scoring, LFC in 19/20 scored 20% of goals from set pieces.
Man Utd in 11/12 scored 20% also.

Thats a big jump on both those you mention. Arsenal seem to be taking advantage on relaxed refereeing around set pieces. They have been at it a while now, another tactic is that one player is entirely as a blocker and doesnt even look at the ball to either push a player back to play others onside, or to stop them getting to the ball. Its the tactic of teams who dont have creative players or top end ones, which is why some lower ranked teams would have been doing this for years (Stoke, West Brom et al), so the focus is on Arsenal doing this as they would be viewed as a top tier side and really shouldnt be at the same shite.
