Maybe if a Liverpool supporter wasn’t beaten to within an inch of his life by Italian football supporters in recent years then LFC would have a different approach to advising their fans on travelling to away games in Italy

I think the club has some duty of care towards its supporters and issued some guidelines. Whether they communicated that effectively is another story, but I suppose they’ve been blamed in the past for not acting fast enough, especially given that Liverpool’s last away trip was an unmitigated disaster off the pitch (and on too).
There’s also the past. Sean Cox, most recently. But, of course, there’s Heysel. Almost 40 years ago. A different breed of supporter then but 14 scumbags got convicted of manslaughter. But the history of it does make Liverpool a target in Italy (two wrongs don’t make a right despite what the pretend ultras here think).
