It’s not obvious at all. In fact there’s a very strong argument to say that in particular with the first lockdown, they didn’t lock down soon enough or hard enough or enforce it properly. In particular travel in and out of the country. They never got a handle on it properly and so when they relaxed restrictions they were on a loser all the way.
