If you can judge the bounce right every time yes, but often the ball picks up speed when you hit it like that, makes it harder for the receiver to control.
There is nothing wrong with a bounce pass especially this time of year when touch should be razor sharp and pitches hard far higher percentage ball to give than trying to put it directly into a mans hand when he is running full pace onto it.
