Socrates and Rai I’d say. Socrates played in 1982 and 1986. I only recall him missing a penalty, not scoring one, though perhaps he scored one in some game.
I think Rai scored a penalty for Brazil against Russia in 1994 but otherwise he wasn’t great in that tournament having been written up as a star before it. Not sure if he was in their team for the latter stages.
