i disagree.
Later on in my blueprint i will deal with the future of hurling, essentially my report recommends circling the wagons around the pockets of the country where it is popular and focusing in on these, rather than using resources trying to keep hurling alive in other areas.
while i appreciate the intent of your suggestion by taking players away to other counties, i fear this would dilute hurling popularity within the pockets (tipp and counties that border tipp) where there is a viable future for the game.

In discussing this proposal with @thedancingbaby my understanding is that in horse racing a precedent for this form of weighting exists, an amaterur jockey may carry less weight than a professional he tells me.

Have you considered going full horse racing and strapping weights to the native Catholics to make them more cumbersome and sluggish and allow the new players a better chance of scoring?
