Personally, I would change the rule to 2 steps or make it completely time-based.
As I’ve said before, carrying the ball is a relatively new thing- in the old days, when people ran with the ball, they put it on their hurley.
But you’d be absolutely mad not to take 10 steps now because it’s not enforced unless you hesitate.
Quick puckout abolished. And use the arc for the short puckout. Still allows some short puckouts just makes it harder
Make the puckout be hit the same as a free and it cannot be passed back to the keeper. Would add a couple of seconds to the quick ones and all a few degrees of difficultly and reduce the precision of puckouts too.
I think the idea of making technical fouls an indirect free has merit. Would encourage refs to be more willing to call them. You would just need something to counter a lad plucking the ball off the ground or lying on it under pressure close to his own goal.
I dont agree with penalising teams for having a puck out strategy or more precisely an effective puck out strategy.
I think puck outs are an enjoyable aspect of the current game.
The biggest blight is the handpass. I think you should only be allowed to handpass off hurley. Would result in more direct hurling imho.

Was there ever any public results of the trials for college freshers a couple of years ago where handpass wasn’t allowed and it had to be played off the hurl?

Modern day coaches hate any rules that reduce their posession based hurling.
Shane Saint Stapleton was involved with UCD Freshers when these new handpass rules were being trialed.
He said it was too important a competition to be playing with one off rules 
These are the changes I’d be happy with.
Puck out has to go past 45.
Enforce two clear action/strikes for hand pass.
Enforce 4 steps especially in straight line running.

65s being indirect is an interesting idea.
You may have missed it and it’s a very long time ago, it was mentioned here a few weeks ago
But when Richie Bennis landed a famous 70 to win a Munster final back in 1971 it was the only 70 scored in the championship that year
It’s very disappointing that a sport wants to punish a player who has worked hard to perfect a skill like long distance free taking
