Can o loughlins get promoted to inter if they win? I assume they can or has it been changed since they changed the format? besides the village team that won the junior around 1999 has any other club second team won the junior?

Yes they can get promoted as far as I know and they can be relegated too.
Glenmore had an intermediate team and a senior team in the 90s, lasted one year intermediate I think.
