I thought it was UEFA ruling that you have to have full capacity seating for a European game no ? Westfalenstadion is 80,000, but reduces to 50,000 for European matches.

It’s “rail seating” which means the seats are folded up into barriers for league games but can be lowered for European games. I presume everyone just put the seat straight back up so they could stand in the relevant section.
