They should be throwing money at the top clubs to find and develop the best talent in the province at underage - making sure the best 16-20 year olds are in the network of all clubs competing with the Dublin clubs, thatās the natural point to attack to make the player funnel the widest for munster.
In addition they need to ensure the schools are flooded with quality coaching as itās a very important part of player development also.
The big clubs not able to field u20 teams is alarm bell stuff - mismanagement and incompetence has the province in this situation

As you correctly said about Connacht with Coulson: the provinces/IRFU do their due diligence on all these lads and make a judgement call on whether they can outlast the shitstorm. This lad is only rumoured yet in fairness so Munster might decide not to offer a deal.
