Yep. It’s def not your job to manage the team in such a way that all your players are done for when you leave and no real effort has been made to bring through the next wave. He fought tooth and nail to bring in “gatlands law” which meant he could keep picking the players who had left the Welsh system and not encourage the top players to stay
