Here’s an overview of what is known (as of late 2025) about the government budget in Ireland for building new houses. The term “new houses” includes social-housing new builds, affordable homes, cost-rental housing, and publicly-supported housing delivery.
Key 2025 budget numbers for housing / new builds
Under Budget 2025, the total capital investment committed to housing was a record €6 billion.
Of that, about €2.157 billion was earmarked for delivering approximately 10,000 new-build social homes in 2025.
There was also funding for affordable housing schemes: €680 million to support an estimated 6,400 affordable homes in 2025.
Additional allocations in 2025 included other housing-related expenditures: social housing support, rental supports (rental assistance, HAP, RAS), homelessness services, retrofits and regeneration programmes.
Separately, in March 2025 James Browne as Minister for Housing announced allocation of €436 million for social housing needs that year — out of which €111 million was assigned specifically to 82 new social-housing projects destined to deliver ~1,300 newly built homes (575 of which expected in 2025) and €325 million was earmarked for second-hand social housing acquisitions.
What this means in terms of home construction output & delivery targets
The 2025 funding was intended to support at least 10,000 new-build social homes during the year.
Alongside these, there were plans for 6,400 affordable homes via government-supported purchase or cost-rental/affordable schemes.
Overall housing needs (including social, affordable, rentals, supports, etc.) are funded through a mix of capital and current funding — the latter aiming to support tens of thousands of households already in social housing or receiving support (through schemes like HAP, RAS, etc.).
