Certainly is. Liverpool were net spend and Premier League champions in 2019/20. 18/19 must have been an anomaly where City only signed Mahrez after winning the league with 19 points to spare.
They basically had a stacked squad already from their eye watering outlays in 2016/17 and 2017/18. Basically bought an entirely new team during that period.

so the year before they were champions they had an eye watering 126 million outlay? Ring a bell? and since then Liverpool have had a higher net spend than Manchester City.
Doesn’t help City’s case that players generally tend to retire there or they leave them go on frees. Aguero, Silva, Kompany, Fernandinho has been given a contract and will retire at City.
