Herbert’s been highly touted for years. He was seen as a potential #1 pick 3 or 4 years ago. Tua and Burrow came to prominence more due to their college success than long standing view as being a top tier talent. Granted Burrow had a record breaking college season with LSU but that was a supremely talented unit as much as his pure talent. He’s finding it harder with the Bungals. Whereas it’s the reverse with Herbert in that he had less talent around him with Ducks and better now in the NFL compared to Burrows.
