No, Sir Donald Bradman’s 1948 Invincibles bowled England out for 52 at the Oval in 1948. That was the famous test where the Don was out for a duck in his final test match when he needed just 4 runs to retire with a 100 average.
I’d have to check, but it could well be the lowest score apart from that on home soil.

There’s actually a good few lower.
Had a mental block on the 77 all out at Lord’s in the 1997 Ashes. Glenn McGrath’s 8/38 the best display of fast bowling I’ve ever seen in an Ashes test match. Rain saved England in that test and they escaped with a draw.
