Liverpool were the better team there. They really exposed the very poor Kolarov in the first half in particular. Embarrassing defending for the horrific offside decision in stepping up after the pass was played and luckily getting away with it and then not tracking Sterling for the goal. City played on the counter for the most part and were pretty fortunate.
