Hard to see where it would fit in the criminal scheme of things. More of a fitness to practice issue surely.

It’s no different in principle to claiming disability benefit when you aren’t disabled. It’s just taking an awful lot more money than that (half a million this cost the state), and actively disadvantaging ill children if the article is true. It isn’t at all far removed from child abuse if you think of it. It is the behaviour of a complete psychopath. How on earth could anyone justify to themselves withholding care from poorly kids so you can scrape a few extra thousand on top of your hundreds of thousands already?
