If players only took 4 steps then there would be little or no spare arms. Obviously harder to control in rucks.
English is spot on with most of this, to be fair. The dissent/delay/misconduct rules have to come into hurling next year. They have revolutionised football by penalising indiscipline in the best way possible - on the scoreboard.

Over-carrying and throwing is so out of control at this point that everything else is minor by comparison
