No. They have to determine if he touched the ball or if he grounded it behind the ball which caused it to move.
If his grounding caused it to move then penalty, doesnt matter where the putter was in relation to the ball.

I see in NBA sometimes they reclassify a called 3 point shot as a 2 pointer thanks to video evidence(the shooters toe was on the line) so the team is docked one point. But it’s done and dusted with in the space of a minute so everyone knows where they stand. What’s happening here is ridiculous, no one has a clue what the fuck is going on
