Former chief medical officer Tony Holohan raised objections to a report into his abandoned move to Trinity College Dublin last year.
Independent.ie has learned that Dr Holohan expressed unhappiness with a report by Maura Quinn into his botched secondment after reviewing a draft she had circulated to those mentioned in it for their observations.
His proposed switch to academia, which he subsequently abandoned on foot of a political backlash, would have seen the Department of Health continue to pay the former CMOâs âŹ187,000 civil service salary.
Some of Dr Holohanâs concerns over the report by Ms Quinn, the former head of the Institute of Directors, are understood to have been similar to those raised by Robert Watt, the secretary general of the Department of Health.

Mr Watt strongly objected to the suggestion that other senior figures in the Government, including then Taoiseach MicheĂĄl Martinâs top civil servant and most senior adviser, were not aware of the details of the proposed secondment before it became public.
Sources with knowledge of the matter said in his observations on the draft last June, Dr Holohan expressed concern that the draft report was straying outside its terms of reference and was, as one source described it, âunpublishableâ. The former CMO is understood to have discussed these matters with Mr Watt prior to the report being finalised.
Dr Holohan confirmed last night that, at the request of Ms Quinn, he âfed comments backâ to her external review in June 2022. But he would not comment on what exactly he told her or whether he requested changes to the report.
He did, however, say he did not understand why the publication of Ms Quinnâs report was delayed by several months after it was finalised last October. âI wrote to the Minister of Health [Stephen Donnelly] some time ago urging completion and publication of the report given the lengthy delay, the explanation for which is not apparent to me,â Dr Holohan told Independent.ie last night.
Ms Quinnâs final report was only published on Monday, nine months after it was first submitted to Health Minister Stephen Donnelly and six months after it was finalised. Mr Donnellyâs spokesperson has previously attributed the delay to âdue processâ. The Attorney General also examined the report prior to publication.
The final report contains criticism of Dr Holohan, saying he should not have been âexclusively personally involvedâ in the negotiation of research funding of up to âŹ2m linked to the secondment. The report also reveals Dr Holohan carried out discussions with Trinity on his proposed role as professor of public health strategy on his personal email account â something which Ms Quinn recommends against in future.
In correspondence with the review that was partly published in Ms Quinnâs report on Monday, Mr Watt strongly disputed the contention that former Department of the Taoiseach secretary general Martin Fraser and the TĂĄnaiste MicheĂĄl Martinâs chief of staff Deirdre Gillane were not aware of the detail of the plan for Dr Holohan to move into academia.
But the report also reveals significant contradictions between Mr Watt and Ms Gillane over what her knowledge of the proposal was. Mr Fraser also disputes Mr Wattâs contention that he was aware of the details of the proposal, including the research funding that was to come from the Health Research Board.
Ms Gillane, in written evidence to the review, described Mr Wattâs assertions as âgrossly inaccurate and unwarrantedâ and at one point referred to the comment about her role as âfatuousâ.
Speaking in Belfast yesterday, Mr Martin said he believed Ms Gillaneâs âconclusiveâ account of events. But Government sources last night downplayed suggestions of lingering tensions between Mr Watt and Ms Gillane over the matter. Both are widely viewed as strong personalities within their respective roles.
A spokesperson for Mr Martin also said he has confidence in Mr Watt and added the report âspeaks for itself and it is clear that lessons have to be learnt from thisâ.
Mr Watt, who controversially earns a salary of nearly âŹ300,000 â more than any other civil servant â was also backed by a spokesperson for the Taoiseach and Green Party leader Eamon Ryan as well as Finance Minister Michael McGrath and Public Expenditure Minister Paschal Donohoe.
The Taoiseachâs spokesperson said he is ânot awareâ of Leo Varadkar having concerns about such a public spat between two of the Stateâs most senior officials, Mr Watt and Ms Gillane.
âTheyâre both very professional individuals who work together on a wide range of issues on a regular basis,â he said.
He also emphasised the report does not have âfindings against anyoneâ.
There has been criticism privately within Government circles of Ms Quinnâs 35-page report, with one source describing it as a âmessâ that appeared to have sections added incrementally over several weeks as different submissions were made. Ms Quinn declined to comment when contacted yesterday.
Mr Watt, meanwhile, will go before the Oireachtas Finance Committee today to answer questions about the secondment which was ultimately abandoned due to a political backlash. Dr Holohan instead retired from the civil service last summer.
Mr Watt had not submitted an opening statement as of last night despite being requested to do so by the committee.

The daughter is almost qualified as a physio from Trinity. Tony is relieved that Limerick and Dublin havenât clashed too often in the senior hurling as his loyalties would be tested. He alluded to Dublinâs narrow defeat to Cork in 2013 with real regret.
