One of the first things Trump did when he became dictator last January was to pardon international drug trafficker Ross Ulbricht.
He no doubt got a very nice pay off for doing so.

Did they tell Trump they wouldn’t go near it so Trump will use taxpayers money to rebuild oil infrastructure?
It’s possible, yet I’d believe that the instability of the state governance would make it unattractive to them even if the taxpayer did. The smaller firms like Repsol could enter to test the waters for the bigger players, but either way, any significant return on investment is probably not worth mentioning in Trump’s term.
