It should be slightly cheaper than normal, but normal is hugely variable depending on where you are.

I’ve heard anything from 1500 to 2500 for Limerick lately for a standard transaction. I’m sure its more in the pale

Downsizing should be encouraged through the property tax system. Ireland has more than enough spare rooms to create the same as 100,000 extra 1 bed like units just by getting halfway to the EU average on underoccupied housing. This government and no other Irish government would dare properly confront it though and will just have makey up schemes on the side for it.
