Anyone who wants to.
You can type what you want as long as you keep the end from where the number starts.

I imagine they just suck the title of the article up into the link name when they generate the page.
So the text in the link is irrelevent to loading the page.
They change spaces to dashes and remove any other characters that could cause a problem e.g. apostrophes.

So you can type anything you like for any of their articles.
Good scope for wind ups and practical jokes.
