Tier 1 - teams who can actually win the AI
Tier 2 - teams who on a given day might slip one of the top 3 but it would have to be the final to win it out.
Tier 3 - teams either on the way up to or down from tier 2 who have virtually no chance of beating top 3.
Its a fairly simply concept. When grading teams for the AI you look at their likliness of winning it.
