There are four groups in C but only two in D so only two teams are relegated. They playoff against other bottom teams.

I think you are. Nations league comes into play if your peers in the group haven’t qualified through the regular groups. The lower down the Nations League pyramid you go the less likely the teams in your group are to have qualified through the front door. I can’t be arsed reading through the permutations to confirm that hunch.
My reckoning is you are better off in C IF you qualify for the semi finals of it. If not you are much worse off.
We wouldn’t have come through Pot C this year. It’s arguably a tougher draw because all the good teams in pot B qualified normally. Scotland, Serbia, Norway etc were in the C semis
