Presume he was waiting as he needs to remain 13 metres from the ball. He should have been aware of McHugh closing in though and gone to the ball and take the throw up on the 21 yard line. Morgan needed to fizz the ball at him rather than softly chip it though.

If Hamspey had not waited for the ball it would have been a simple restart.
McShane takes on some amount of stupid shots.
