It was based on teams performances in championship in last 5 years I think. Th new round robin has also weeded out some teams getting a handy run to the semi/final.
16 is too many IMO. Hard to get 16 teams at the same level. Looks like someone went unbeaten in all the groups as well which isn’t a great sign.
