His legacy is world class facilities around the country, the aviva stadium and delivering Euro 2020 to Dublin.

Well no, again, there was a defined exit path that he could see based on upcoming cash inflows.
That’s why he made his contract the way he did and made 2020 the year. He easily could have extended it beyond then and relieve cash.
I’m not arguing about his financial management or the morals of what he did, I am just stating what his “way out” was in his head.
Delivering Aviva Stadium for Irish football is possibly his crowing achievement alright.
