In fairness they probably don’t. If developing coaching capability on the ground was a serious priority then they won the lottery with Paudie Butler. The manner in which that particular ticket was fucked in the bin however suggests they’re not really too in tune with what works at the grassroots level.

Antrim are right to hold out hopes of becoming a force in their own right. The county has a population of 618,000 and even though only 33% of those are Catholic that’s still over 200,000 people.
West Belfast has the highest concentration of GAA clubs anywhere in Ireland. Antrim could easily do something similar to what Dublin have done if given the money and with good people in charge.

I think Antrim would easily be the best chance of the GAA doing something similar to Dublin. Antrim need to start competing in Leinster at all levels and they need to get competent people in charge in their county before anything can happen though, which doesn’t seem to be the case at the moment. They used to compete in Leinster at minor level and a lot of the 1989 team were part of the team that reached the 1979 Leinster minor final, as far as I know.
