The number of tickets a club gets is based off overall membership I believe. I’d assume NaP would be relatively big membership wise and should be getting more than 2 tickets.

No, tickets for clubs in non participating counties is based off membership. Some might get 2, some could get 10 depending on size. A mid sized club in Dublin with a 1000+ paid up members typically get 5 or 6 tickets.
