Average retailers will be cash businesses so wont really effect them. If you have a business that gives credit and therefore have debtors usually you will pay VAT on the sale when the invoice is raised. This caused cash flow problems for businesses because they might allow 90 days credit but will pay VAT bi monthly. A company paying on the cash receipts basis will pay VAT only in the VAT period in which the debtor pays for that sale.
