BBC News just called him Bill Clinton rather than Bill Cosby in their report. The anchor fella Huw had to do an apology after the report and emphasise that the report was about Bill Cosby, the entertainer, and not Bill Clinton, the politician.

Not impossible, he was very close to Allen Ginsberg, but seems unlikely. There’s potentially a lot of money in making an allegation like this.

Just checked there. By April '65 Dylan had released 5 albums and released a 6th in August '65. He was a celebrity, a big name on the folk scene and well known by that time. I’m sure most have seen the films of press conferences and him being followed around by reporters and the entourages that celebrity brings.
Seems to me that a relationship with a 12 year old girl wouldn’t have gone unnoticed.
