Not at the moment.
They canât book into the hotels so they are essentially blocked. All countries that have Mandatory Hotel Quarantine end up doing this unless they allow local residents to quarantine at home.
But they arenât banning them from landing\getting on planes? And Oz are as far as I know

They are banned. There is nowhere to quarantine now. Canât fly without a booking.
Ha they technically could. Just book a connecting flight and as @Batigol says, you can just stroll around the terminal without anyone following you.
If it wasnt so serious youâd have to say the mismanagement of this crisis from our government is absolutely fascinating to watch.
