Because they can’t be arsed.

That’s the problem. Huge amount of debris, broken glass, potholes, etc. in them. When maintained, they’re fine, but most of the time, they’re in bad nick.

And where they are fit for purpose? Obviously cyclists/people of the bike need to come off it if taking a right hand turn or possibly overtaking.

But doesn’t seem right saying they’re not obligated to use a facility purpose built for them without specifying suitable occasions. Otherwise reads like they can ignore cycle lanes entirely and ride in the middle of the road as per other image
