No. They don’t keep them.
Even if you get their passport or, most often, a travel doc from a European country, they are still asking for asylum

I’d imagine it is the uneven social welfare that’s the issue. Should be standardized for refugees across the EU and centrally funded.

Once somebody goes from asylum seeker to refugee (international protection granted), it is only then they are eligible for full social welfare. The cost of living in Ireland is very different to the cost of living in many other EU countries so I don’t think that standardization works.
