You can fly direct to Estonia with Ryanair.
To get to Montenegro you’d probavly fly to Dubrovnik.
Saravejo same as Montenegro. They are very close.
Had a very quick look there. Here is what I reckon:
Estonia: fly direct with Ryanair or fly to helsinki and get ferry across.
Saravejo: no direct flights. Options to fly via Munich or Budapest from what I could see
Montenegro: Aer Lingus finish Dubrovnik flights for the season at the end of October. Could fly via Vienna, Frankfurt and a whole heap of other European cities.
A lad in work has said that Lufthansa fly direct from Dublin to Sarajevo.

There is a load of ways to get there really. I’d say a one connection flight would get you there no problem.
Alternatively slovakia austria etc and the train.
Doubt I’d be bothered going away for the play-off if it’s only a first leg. Getting in could be a problem too. Estonia’s ground only holds 10,300 while Montenegro’s holds 12,500.

Croatia vs Montenegro or Croatia vs Bosnia could get dodgy, especially given what happened at the Croatia Greece match the other day.
They’ve played each other before in important qualifying matches. Croatia played Yugoslavia (Serbia and Montenegro) the night the FAI team let in the last second goal in Macedonia.

Bosnia have played their last four home qualifiers in Zenica rather than Sarajevo. It has only a 15,000 capacity. Their game against France at the start of the qualifiers was in Sarajevo which has a 37,000 capacity.
