FIFA would set up a private company. They would then “transfer” the World Cup to this private company. FIFA would then sell stakes in this private company to private investors, private equity etc. Presumably these investors would want to maximize their return and the company would be pressured to have bigger and more frequent World Cups in locations that could be relied on to maximize revenue.
Gianni would stay on after his term as FIFA president ends to become Commissioner of this company at a salary in the 10s of millions.
