If school kids assume ethnic discrimination is synonymous with racism, this is due to being taught by a generation of idiot teachers.
Racism as it is commonly understood is always wrong, as it is based on the belief that one group is inferior or less valuable than another based on biology i.e. skin color, features, hair, etc. Ethnicity as you said refers to groups distinguished by culture, religion, etc. and it is quite common and indeed morally justifiable, and often legally required, to discriminate against ethnic groups based on their beliefs and practices.
Children should be taught right from wrong rather than PC liberal bullshit. There are 200 million women in the world who have suffered genital mutilation, and not just in Muslim majority countries. There were 8,656 cases of FGM in the UK from April 2015 to April 2016, or one every hour. So, no, cultures and religions should not be immune to discrimination, unless of course you believe sawing off the genitals of young girls and marrying them off at 9 is acceptable, because itâs their culture which makes it off limits to criticism or the law.
