I donāt think this is the case? Iām sure I remember reading before that if a party wins seven seats at an election they retain speaking rights even if they subsequently lose TDs.
The requirement for speaking rights is being lowered to five TDs anyway.

No, it is not correct. By my reckoning I can name at least 4 Waterford TDās who have been full Ministers.

Yeah Ormonde was the one I missed. Minister for a year and a half in the 50s. Little was the fellow from up the country. Deasy was an able man but too odd to anything for the constituency. Cullen for all his faults was a great man for Waterford.
