Agreed, Kilkenny never had the benefit of being able to take multiple steps…

There was one incident in the first half where a Cork player clearly over carried, but you could see Horgan was reluctant to blow it and he eventually got it away. The last thing he wanted is to blow for them once, especially way out the field, cause then he’d have to do it 20 more times.

Fergal knows a Turkey Shoot when he sees one.

It is a double edged sword especially at that level players will adapt. If you blow for it two or three times early in the game the players will adjust, same with the handpass. But like you say once you let it go you can’t really start enforcing it after 20 odd minutes

Fergal gave cork a few easy decisions. Like an under 14 game, not to let the losing players lose interest and walk away from the sport. Fair play to him.

no need for that. the high court awarded a judgement against him ten years ago to the tune of €1m for each step he took on the way to that goal.
