No, but elite is its own section, separate from inter county.
Dog racing is still going ahead also as far as I know and is not mentioned so there have been some tweaks since that letter presumably.

Absolutely no reason the minor and u-20’s couldn’t have been completed in a safe manner, as happened with thousands and thousands of club matches during the summer.
