So no murder charges then. Had it been in a proper stadium with proper ticketing arrangements no one would have died. At least the report clarifies that the authorities were equally culpable for the unnecessary deaths.

Who’s making a joke. The Italian fans threw rocks at Liverpool fans who then retaliated and the unfortunate deaths occurred. Throwing rocks wasn’t sensible in that environment and led to the disaster.
