That’s almost certainly a penalty unless they’ve changed the rules.
He literally fell on the ground and the ball hit him as he planted his hand for support. He even tried to get it out of the way. There’s no unusual movement… It was last year that any contact with arm was awarded a peno, they’ve addressed that.
