Looks that way. There are 4 or 5 quarter backs who could go in the first round to the Bengals, S Dolphins, Chargers, Bucs, Titans etc or the Bears or Steelers who don’t have first round picks so may have to go for the cast offs in free agency. Burrows looks to be the number 1 pick though
