I’ve read it now, Hook is an old fool but he’s hasn’t blamed this girl in the slightest or exonerated the rapist, it’s just a rant at the loose morality which he sees as a stain on society.

Agreed. He is also in his mid 70s which is a factor. He is an obnoxious prick though and it probably came across much worse in his bombastic moralising tone

He quite clearly did imply that she was to blame, but then again I wouldn’t have expected somebody as dim as yourself to understand that.
