No. In fact if they reduced the size of the match day squads it would mean players need to play more mins and would probably over time reduce the size of the biggest forwards.
Just make a rule no tackle over hip height and be done with it. Likes of Kearney incident will still happen as he just crashed into his knee but would remove most of the head to head collisions

Three weeks ago a young lad playing for my local club was concussed. Club doctor pulled him from game did HIA gave referee his report after. 3 days later letter comes from IRFU warning club that said player wasn’t to play at any level for club for three weeks based on medical report. No problem. Player given copy of report.
He has played GAA games all three weekends since. Doc went bananas contacted GAA club. They weren’t aware. He hadn’t told them. Nor his parents.
There is only so much you can do for fellas.
