I’d agree with a lot of that but I wouldn’t have Wexford in the second tier and I think any of Clare, Cork, Limerick or Kilkenny with a bit of momentum could beat Waterford in Croke Park
The top two are miles ahead and Galway are better than Tipp

I think you could throw a blanket over the 6 (six) Division 1A sides. Galway are probably best of the rest and not much between Dublin and Limerick.

1 Clare, Cork, Kilkenny, Tipperary, Waterford, Wexford.
7 Galway.
8 Dublin.
9 Limerick.
10 Offaly.
11 Laois.
12 Kerry.
